Project Measures and requested Consultant Services

The objective of this assignment is to support MEMD and REA with the preparation of a pre-feasibility study in order to apply for financing from German Financial Cooperation for the selected approach. The Pre-FS shall, on the basis of experiences made during the GIZ-funded pilot:
  • analyze and assess whether the approach of mini-grids is generally viable in Uganda with an adequate promotional (financial) support scheme,
  • asses the various options for delivery models and propose one institutional set-up
  • determine the adequate framework conditions for the mini-grids and the involvement of the private sector;
  • determine the geographical areas generally suitable for this project;
  • carry out an overall Environmental and Social Risk Screening for the approach and the corresponding type of minigrids.
Important Note

The detailed approach will then be elaborated in a second study (Feasibility Study), tendered by the selected implementing agency.

In case of satisfactory performance as well as continued financial capability and in accordance with KfW and Ugandan procurement guidelines, the consultant of the pre-feasibility study may be invited to submit an economic bid for direct award for the later feasibility study.

Pre-Requisites for participation (among others)

The participating Consultant/Consortium shall have an annual turnover exceeding EUR 2.5 mio and sufficient knowledge and experience in at least the following fields:

  • Renewable and small conventional power generation and storage technology, especially Solar PV

  • Technical planning and modelling of mini-grids; Operation schemes of mini-grids in the area of rural electrification

  • Contracting of private lessees or concessionaires for similar power distribution and electrification projects

  • Energy project and infrastructure financial and economic analysis

  • Smart subsidy schemes, especially in the energy sector

  • Knowledge of and experience in approaches and programs of German Financial Cooperation, especially promotional financial instruments such as GETFiT

  • Experience in working with development partners and DFIs/ IFIs regarding their project evaluation and financing criteria

  • Environmental and Social Risk Screening and elaboration of Environmental and Social Management Frameworks (ESMF), the latter to describe how to deal with environmental and social risks&impacts in the individual projects incl. prevention, protection and compensation measures.

1 1.8  Minimum Turnover  Is it possible to apply with a lower turnover (less than 2.5 million), trying to filling the gap through expertise and previous successful projects. 

The minimum turnover serves as an indicator for the financial capacity of the applicant. Thus, this cannot be compensated with experience and there are no exemptions for entry with a lower level. Companies with a smaller turnover which want to participate have to join forces with others in a consortium, in order to have an aggregate turnover fulfilling the defined turnover entry criterion.

3 General Consultants entitled to take part in future procurement procedures  May participation in this open bidding, in any way, compromise the ability to access future bids launched by GTAI or GIZ? 

This tender is launched by KfW. GTAI is a third party as is GIZ in this context, although the latter is running a pilot project which is subject of the analysis. We can only clarify on behalf of KfW’s procurement policies and the line of programme to be developed in this context.

According to the Guidelines for the Assignment of Consultants in Financial Cooperation with Partner Countries (1.18), the Consultant must always be neutral and independent vis-à-vis potential suppliers for the project in question. Thus
- a potential project developer who intends to participate in future tenders as a
n investor or supplier for a future mini-grid cannot participate as a consultant in the prior elaboration of the concept and schemes of such a project/programme for mini-grids because of an obvious conflict of interest.
 
- a company working as consultant in the elaboration of the programme cannot participate as a supplier or developer in a future procurement process in that line of activities.

Turnover

The association is organized as a lead consultant with sub-contractors. Is it sufficient to submit the certified financial statements of the lead consultant (showing an annual turnover of more that EUR 2.5 million) or are certified financial statements for each sub-contractor to be submitted as well?

It is not necessary to submit the financial statements for sub-contractors.

The turnover of mere sub-contractors is not relevant for the annual minimum turnover.

Declarations

Which statements and declarations do the sub-contractors have to submit?

Is it only the statements mentioned in 3.3, 3.4 and 3.5 or also the declarations mentioned in 3.1 and 3.2?

 

The Declaration of submitting a proposal in case of being shortlisted (3.1) and Declaration of submitting a proposal for the future Feasibility Study in case of being invited for direct procurement (3.2) are necessary for the Consultant and/or Consortium.
In case the consultant or the consortium relies in key services on the capacity of sub-contractors to fulfil their task, sub-contractors should indicate their firm intent to support the consultant/consortium.

Originals required or fax copies

 

In case of local partners -  is a fax copy sufficient for all statements/declarations or only possible for 3.4?

 

At this stage fax copies of originally signed documents are sufficient for all statements/declarations of local partners within the Expression of Interest of the Consultant.

Project References

Project References: Is the overview table also limited to a maximum of 10 projects or does this limitation only refer to the detailed references (tables for individual references)?

 

The number of references to be provided must not exceed 10 for the entire application. This refers to the overview table as well.It is recommended selecting such references, which are most relevant and significant for the study under tender.

Brief CVs only for Backstopping?

 

1. CVs for backstopping and home office support is determined with a maximum of 10 CVs. Isn’t the focus however on the list of available personnel being the key experts to conduct the study?

2. What is the reasoning for submitting full CVs only for backstopping support?

3. Is it to show that the consultant has sufficient capacities and well experienced own personnel besides the key expert to conduct the study?

The request of information on the personnel references refers to the focus of the pre-qualification in this regard to evaluate the overall and general capacity of the consultant/consortium to have experienced experts available for such a task.

This includes the availability of key experts. Therefore the list requested under Annex A, 7 has to be submitted. However, the CVs of the key experts to be nominated for the project are required only at the 2nd stage of this tender, i.e. with the technical offer.
At this stage only the CVs for the backstopping personnel are required (for evaluation criterion 2.3 of the EOI).

9 Annex 6 Regional Experience

How are the man moths for regional experience calculated?
Summing up all the man-months that each consultant has had in similar assignments (mini-grids, rural electrification) i.e. in the last 4 years together?

The man-months are calculated summing up all the respective man-months of all the experts professional activities (as well other kind of projects) in the country/region.
If the experience dates further back than ten years please indicate the year(s) in brackets.

  Independence of consultant

Potential Conflict of Interest

Can consultants, who intend to participate in the later implementation of the Access Programme as Consultant for the owner, be member of the consortium or sub-contractor for the (pre-) feasibility study?

 

In general, consultants can participate in the elaboration of a (pre-)feasibility study and later on work in the implementation as long as their work in the study does not affect the procurement of their future contract or the execution of the program.

However, in this program case the study will also have to present recommendations inter alia about the future min-grid model (including ownership) and the respective roles of the public institutions and the private sector.
Furthermore the study will include recommendations for regional priorities which may have influence on the prospects of potential developers.
Such recommendations shall not be influenced by conflicts of interest.

Therefore, in the next stage of this tender for the studies all participants and each of their partners and sub-contractors will have to indicate potential conflicts of interest by disclosing potentially relevant contracts of the last three years with public institutions (e.g. REA, ERA) and/or grid and/or RE developers active in Uganda and corresponding intentions for the future as well as individual proposals how to mitigate such potential conflicts of interest.

The information and the proposals will be assessed case by case in the evaluation of technical bids to guarantee that the contract will be awarded to a consultant complying with the requirements of independence and neutrality.
